I don’t think you can with the Square Reader, but you can use Virtual Terminal for taking details over the phone.

Yes! As Tony and Sulinelanie have mentioned - you can access the Virtual Terminal via a browser on your mobile phone to process manual card entry payments - you can find all of the relevant steps and details here. 

Also if you have the Point of Sale app on your phone - you can take payments without using the Square Reader - you just process the payment as you usually would but instead of tendering as 'Card' and using the Reader, you would tender as 'Manual Card Entry'.
