I've searched the Help database and can not find anything on how to issue and track store credits issued to customers in lieu of a Refund or Offer to be used at a later date.
Can you please give me guidance on this.

The best way to go about doing this would be to refund the transaction to a gift card - that can be a physical gift card if you use them, or an eGift card that you can generate at no cost.
