Importing library from previous square library

I am trying to import a previous square library into a new square library. It is coming up with a error.  I downloaded the library into .csv and directly uploaded it to new account. This happens every time.  HELP?

"Import file contains a column header mapping to a tax named ‘Michigan sales tax’, which cannot be found."
