How to add Tax ID number at checkout for customers so they don't have to pay taxes?

I have a wholesale and a retail portion of the business. How do you allow customers to add a Tax ID so they are not charged for taxes?

There isn't a way to add a tax number and have it automatically take the tax off. But you can remove tax manually from a transaction and add the customer to a sale so you can track which customers have had the tax removed.

This is not an adequate answer. The merchant needs to have the Tax ID number to report. Your solution only suggests to remove the tax and identify the customer - without the tax ID. Are you trying to get someone fined here?
