Declined transaction but card was debited 2x

I need help in getting my refund.. I used my visa debit card in osaka but was declined 2 times .. unfortunately the amount was debited also 2x.

Mu bank is asking for a refund letter but the merchant isn't responding

Restaurant is SQ godaime wagyu tokyo

Hope someone can help..pls

@MARIOCHAVEZ Is the charge still pending? or has it actually posted? When it is pending, no one can do anything till the hold falls off, and that is more up to your financial institution. As far as an individual business? I would just dispute the duplicate charges with your financial institution. Square doesn't intervene in individual square accounts on these forums unless you are the business itself from my experience. This at least applies to US institutions.
