I can't find the setting that is limiting them. These are physical goods, and there is plenty of "stock." They said website is preventing them from adding more than 3 separate items.
I've looked everywhere for the setting causing this. We have not enabled "delivery/pickup" staggering, nor set maximum order for either.

Fulfillment -> Pickup & Delivery -> Advanced Settings (top right).
I didn't see that Advanced Settings Button before! All Fixed!

It's www.jellibakes.com, and it was a potential new customer that reported it. I tried myself and same thing happened...
I got: This order is limited to 3 items. Please remove items from your cart to continue placing your order.

So glad you found this. I never knew these settings were here either. Must be to offer protections against fraudulent orders/deliveries.
