Are fees charged on a refund?

I understand that when a refund is issued The purchaser will receive 100 percent of the amount they paid. Square will keep the processing fee for the initial transaction. Does square charge an additional fee on the actual refund itself?

Example

1. Purchaser pays $100
2. Square charges $3.20 (2.9% + $0.30) -> seller receives $96.80
3. Purchaser requests refund for $100
4. Does
   1. Seller refunds $100 -> Purchaser receives $100 OR
   2. Seller refunds $100 + $3.20 (2.9% + $0.30) totaling $103.20 
      1. Purchaser receives $100
      2. Square charges $3.20
      3. Seller pays $103.20 

If the seller pays a processing fee on both the initial transaction AND the refund, the purchaser spent $6.40 in fees.
