Service Charges not available in invoices

Image #1: our service charges available to all locations.

Picture #2 : when creating an invoice, no service charges available. 

This seems to be a new issue. It used to work without issue before. Anyone know what is going on?

In case anyone else is struggling with this, I found the solution: the "Sales taxes" of the service charge needs to be "Taxable (Assigned taxes)."
