can you use 1 card reader for 2 different accounts, and sign in and out of the reader accordingly?

Yes! You most definitely can use one reader on multiple accounts. The reader links to the hardware (phone, tablet), not to a specific account.

One word of warning: if you are using the contactless reader and use it on multiple devices, it may get confused. You may need to unpair and repair the reader every now and then. Otherwise you're good to go!
