can you apply different taxes based on total amount?

Folks trying to setup taxes for food and beverage...I seem to not be able to apply 5% on total if total is less than $4 and 13% on total when total is above $4. Anyone can offer some help? This for the Ontario, Canada region. Much appreciated.

Maybe you need to manually do it by removing one taxe at checkout. Is it per item less than 4$ or per transaction? We don't have that in quebec...
