Why are the payment links for my items charging a higher price than the price I set?

The title of this thread has been edited from the original: Payment Links Overcharging??!!!

I have launched a new digital item with a lower introductory price. I generated a payment link to enable customers to go straight to the item from social media posts. 

However it has become clear that those going to the new digital item via the payment link are being charged the full price for the item. What do I need to change to fix this?  It is illegal for me to advertise and stipulate a lower price on the item and then have the website charge them a higher one. I am also spending time issuing refunds for the price difference. Its really not acceptable.

Could this be related to the shipping fee that's set up for your payment links that we looked at together a few weeks ago?

Please let me know the name of the item that’s affected, and I’d be happy to take a closer look.
