Stock tracking across multiple items

We want to implement stock tracking for our oil filters. We offer oil changes and have about 20 different oil change items for various oils. Filters can fit one or multiple items, and there are about 100 filters in total.

What is the best way to program our items and filters? I've heard of many different approaches (bundles, modifiers, variations, non-sellable items), but I can’t find a single good solution.

We only use online invoices for payments.
