Shipping not working despite utilising all trouble shooting methods.

I have used all methods to try and fix this that are readily accessible via YouTube, Square community etc. When items are added to the cart of my site. Shipping should be the only option, there is no option for it. The site attempts to charge the customer the flat item price regardless of set shipping profiles. I have gone down every tab on the square site system and found no discrepancies or issues. I have no idea how to fix this.
