I am having trouble with shipping i have shipping set up withing the 4 countries in the UK but a customer wants to purchase an item via Clearpay and when she gets to Clearpay it states that the merchant does not ship to the address given, even though it is in the UK?

It's hard to troubleshoot issues like this over the Community as it is account-specific, and we don't have access to your account here.
However, I had a look internally to see if anyone else had experienced this issue, and it looks like the steps we can suggest here are to attempt the transaction again and ensure that your customer is using the auto-generated address and selecting a shipping rate.
If after doing so, the issue persists I would ask that you contact our support team directly and also have your customer's shipping details on hand so that we can attempt to replicate this on our end.
This way we'll be able to get this resolved as quickly as possible.
