Item List Block

Two things. It makes no sense that Category pages can be edited, but the Item List block can't be moved AND has to use the exact same layout across all store pages. 

In my store, I'd like to show different categories of items in different ways.  I can customize the pages to some extent, but am unable to have the item list be tailored based on the page. 

I believe this is a bug and not a feature.
