How to setup Delivery rate/profile based on weight?

I have just created my website so be able to ship frozen food nationwide using a courier/carrier service.  I am only shipping around the UK.  All my products are sent out based on weight.

I want to be able to offer free delivery in my local postcode area (again based on weight)  but cannot work out how to do it.... it is driving me crazy 😤  Can anyone offer any help!
