How to Stop Shipping Rates From Stacking

I've set up a flat rate for shipping 11x14" art prints (done by item) and then a rate done by weight for prints 8x8" and under so I can customize that rate by country. The problem is that when I go to check out with prints 8x8" and under PLUS 11x14" prints, it's stacking the flat rate for 11x14s ($15) with the lower 8x8" and under rate, making the shipping cost more than it needs to be as the smaller items will fit in the larger parcel. How can I just have it use the flat rate when one of the qualifying items is selected? I essentially need the flat rate to become the master rate whenever one of the items it's used for is added to the cart, regardless of what else is in there. The cost difference is a lot between the 11x14 shipping and the 8x8 and under shipping so I definitely do not want to just have one flat rate for everything.

That is a great question about shipping. Have you considered using Real Time shipping on your account? That sounds like something that may benefit what you are looking for. Do you currently have two flat rates set up?

I have a flat rate that needs to apply to some items and a price by weight that applies to everything else, but I need the flat rate to override the other rate, right now it’s adding them together for some reason. I’m not looking to pay $35 a month to get this to function properly, otherwise I’d just use shopify.
