I believe what's happening here is that you have set up Discounts instead of Coupons. Discounts are meant to be used with Square Point of Sale, while Coupons are created to support Square Online.
If this is the case then, you can visit the Marketing section of your Square Dashboard and click on Coupons. From there, you can create as many as you need.
