I got an answer from "Advanced Square Support". They say that the progress bar isn't available for anywhere other than US shipping profiles...

How do I activate the Free Shipping Progress Bar?
The Free Shipping progress bar works when you have a Square Online Plus or Premium account. You also have to have a shipping profile with a minimum amount set up.
You can set up your profile by going to your Settings - Account Settings - Fulfillment - Shipment
Towards the bottom of the list is Shipping Rate Profiles and you can set up your free shipping profile there. Just make sure you set a minimum requirement that needs to be spent to receive the free shipping.
Once you have it set up you can check to make sure the progress bar is turned on by going to the Websites page - Settings - Checkout and then under the Checkout Experience there is a toggle switch for Fulfillment progress meter in cart.

There's no option on the Checkout page that I can see
You will need to access it from your Websites Setting page.
Weird - your sidebar menu is different than mine, and the Checkout options are identical except for the progress bar option is invisible in mine:

For your free shipping profile do you have the Type set to Based on Order Total?
Okay - I've gone through several attempts at Square support, all with different answers, but today I was told that the progress bar doesn't work in Canada lol.
