Free Shipping Method on Orders over $100 not showing.

Today's issue: I have added a free shipping method for orders over $100 and yet it is not an option to choose for said orders. Isn't this supposed to be automatic? I have done a test in my cart and it still wants to apply the flat rated. Both shipping methods were added the same way in my dashboard. Why don't they both show? Also, trying to upload photos to show example and it says "unknown file type"? Since when is a .jpeg and unknown file type?

HI, to review, you want to offer free shipping for orders over $100 and you have 2 shipping rates in your Shipping Destination Regions & Rates.

Shipping rate would need to be

$0 - $99.99 $XX.xx

$100.00 - $999.99 $Free

Flat rate can not be one of them.
