Sales tax automatically being removed when automatic quantity discount is applied. why? (Square Reg)

I have multiple items that have conditional discounting applied to them ie buy 1 at regular price or 2 for a discounted price. whenever we are scanning two items, the sales tax is being automatically removed from the total but when we tap on the item it shows the sales tax is still active on that item so we have to switch the sales tax off and back on again. is this a bug or is there some kind of setting somewhere to fix this?

here is a video of what is happening. it is now happening at both of my locations. when we scan just 2 items, it is fine, but if we add two more, then the tax gets removed.
