Weebly - Can not pay the upgrade to 'Accelerate' email plan

I can not renew my subscription to the 'Accelerate' plan in order to be able to send emails. 

In the 'country' option, there is no drop down option to be able to add my country and therefore be able to pay the fee. This was the same issue last year and was fixed via 'chat' which has now gone. Very frustrating. 

Any assistance would be appreciated!
