How do I apply for a previous Loan offer?

I received a offer to apply for a loan for 13,500. I wasn't ready to apply at that time but now am and the offer went down. How do I apply for the original amount or a greater amount

Unfortunately, there is no formal application for Square Loans. These are systematically offered based on your account processing, performance, etc. You can read more about the process and eligibility here.
