From what I've seen, there isn't really a set timeline for receiving a new loan offer. Square seems to look at a variety of factors, including payment volume, account history, and overall risk, and offers can appear at different times for different sellers.
The dispute may be a factor, but since no one here can see your account, it's hard to say for sure. The best thing he can do is continue processing payments normally and keep an eye on the Loans section of his Dashboard for any new offers.
