Apparently, a husband bought egift card for Mother’s Day but they live in Ohio (not Texas where I am). Wife wants refund on egift card. If I refund them the money through square and issue full refund, will I lose money on the processing and fees charged or does square deduct those fees when refunding to them?
Unfortunately you will lose the processing fees. Square no longer gives those back as the processing fees are still applied to Square by the upstream processors.

So in order to not lose money I should do partial refund and deduct the fees I’m not going to get back? Are there refund fees as well?
If you want to short the customer on the refund you can, but I would imagine that might cause them to then file a chargeback for what you didn't return to them and chargebacks are not good to have. Sure it sucks but is it worth all the hassle for a few dollars. even if this was a $100 gift card you're talking $6 for an error the customer had trying to buy a gift card.
