Adding Service - Default Enables for All Service Providers

Hello! 

When you create a new service, it defaults to enabling it for all service providers. 

I wish it would default to disabled for all service providers, so you have to enable it for those who actually offer the service. 

Not all our service providers provide all our services.

I've noticed that and it's super annoying.. Once you add a new service you need to go into every provider and make sure it's turned off
