DOLLAR OFF COUPON KEEPS ADJUSTING??? HELP!

I created a COUPON for my website to apply $5 off for any order of $60 or above.  When I just went in to test it, my order was exactly $60 and the coupon took off $5.04?  When I changed it to an order of $65, the coupon changed to take off $4.98!  

This is not ok.  It's supposed to be a flat $5 coupon.  WHY IS IT CHANGING THE DOLLAR AMOUNT LIKE THAT?  IT'S NOT A PERCENT OFF COUPON!!!

Might I add - Thank Goodness I tested it!!!  How embarrassing it would have been to have a customer have this issue!
