Is there a way to customize the "Reason for Return" options when processing a refund?
There isn't a setting that customizes return reasons I'm afraid. You can add a custom note to the refund by selecting Other.

I would like to add my support for the option to customize the return reasons along with reporting that shows stats for those reasons. Generic reasons not specific to your business are not helpful. Additionally, given that there is no way to run a report that shows totals for each reason and/or percent of total, they have little value at all.
