Modifier pop up always showing, but the modifiers are not forced

I have one modifier set applied to three items. In the dashboard there are no forced modifiers.  However, on one item, the modifier selection screen always pops up, but on the other two it doesn’t.

Short of deleting the item I’ve tried everything,  anyone else experienced this?

To be clear, are you wanting the sellers to have to select a modifier or not? What item is it constantly showing up for?
