Settings>Checkout>Order Tickets>Enter custom number or name

We go to a weekly market so I created another location on our POS. For some reason, even though I have the right setting turned on for both locations (Settings>Checkout>Order Tickets>Enter custom number or name), the POS for the weekly market is not prompting for a name or ticket number before accepting payment. It's creating a big issue for us as I have to take additional time to do the work around of saving it as an open ticket first then reopening the ticket to charge. It really slows us down. Is there another setting I need turned on for this feature to work? I can't figure it out and I couldn't find another thread with the answer.
