Setting up different shipping rates for Canada and US

I am trying to set up different rates for Canada and US and I can't figure it out. So I have created two flat rate shipping profiles, one is for larger items that can only be sent via parcel shipping (too big for lettermail) and the second profile is for all other items which are smaller and I have them set to ship either parcel or basic lettermail which can be chosen by the purchaser. I have these both set for Canada only. Now I want to set up US shipping for these two profiles but they need to be higher in price. I tried to look it up and the help articles say you have to create shipping zones but I can't figure out how to do this. Can anyone help?

We've made some changes to the way shipping profiles are setup, but you should still be able to create multiple regions for different countries you ship to.

I actually think I figured it out, at least for now. Trying to have different shipping rates for different sized items seemed to be messing with things but now I've lumped everything under the same profile and now I have 1 profile for Canada shipping and 1 for US shipping and it seems to be working that way.
