Remove the forced 2FA when initiating transfers!

This is an unwanted and unnecessary duplicate of a feature. If we wanted to use 2FA, we would simply turn it on in the settings menu. Now, when I initiate a transfer to my already linked banks, I am forced into 2FA. I would understand if I were adding a new transfer account, but I am not doing that!
