Hiya - I have a weebly site. Its a free one (at the moment) and I am based in New Zealand. I have successfully connected to Stripe as my payment processor. My Stripe account is set up properly and is not waiting on any identification requests etc. My Weebly site has an SSL certificate and I seem to have set my online shop up successfully with address details. Despite all this I keep getting the error message "Payments are not enabled for this site"
One more twist on the solution - you can operate a shop on a free plan by connecting to Square payments - the only proviso being Square payments is not supported outside of US, Canada, Japan, Australia, the UK, and Ireland
I have the answer - finally - thanks to Weebly support. And its weird. Weebly say their free plan includes a shopping cart. But there is no way to connect a payment processor like Stripe unless I have a paid "Professional" plan. Its very misleading.

So I still feel its misleading advertising from Weebly to advertise outside of the US, Canada, Japan, and Australia and the UK and Ireland that their free and paid sites (with the exception of the professional plan) are able to operate a shop. You simply cannot do this and it has cost hours and hours of work to find this out.
