Currently, with Square Online you can only add one coupon at a time, we know this is a popular request so I have shared your interest with our product team, as they are constantly improving the product based on feedback like this
What you could do in this instance is create your specific coupon and then offer free shipping for orders at a specific weight or total in the shipping section.
From your Square Online overview > Fulfilment > Shipping > Shipping profile > Rates.
