Inactive Reporting Location

I attempted to add eGift Cards to my online check out and it is giving me an error "Your eGift Card order page won’t work until you activate the selected reporting location or choose one that’s already activated." I have been actively working from the reporting location for two weeks now and have it fully linked to a bank account. When I check the location in my settings, it doesn't offer me the option to activate, only deactivate the location. Am I missing something?
