Estimating shipping before checkout

My estimated shipping comes up as 0.00 before checkout, and is only getting added on at the last minute?  How do I get the estimate to correspond with expected shipping costs?

Shipping costs will not calculate until the customer provides their address. This is to ensure the address they provide is eligible for shipping from your business. The shipping costs are based on how you set up your shipping profiles. You will have to do some research on what shipping costs are based on the areas you ship to, to ensure you are charging enough for shipping.
