Is it possible for a booking to send some kind of approval before the client goes thru the payment process?
"In other words, it sends to us for approval and sends them an approval but doesn't require payment before we tell them they're approved."

Have you selected this setting on your Appointments settings page yet?
Dashboard > Appointments > Settings > Calendar & Booking >
This setting would not necessarily require payment, since the prepayment settings are under Dashboard > Appointments > Settings > Payments and Cancellations. You can select Booking without No-Show Protection so that no payment is needed to book:
