Become 2nd administrator for another account

I have website for weebly.com that was established 10 years ago (questimate) let's call this account #1. Now I've been asked to be an administrator to another old weebly.com account. How can I do this. Can the administrator from account #2 send me an email that gives me permission. If so how is this done?
