Option to not discount modifiers

When doing a buy one get one free discount, we still want to charge for modifiers.

For example if we have buy 1 get 1 free pizza an the customers want extra cheese and meat, the base pizza is buy 1 get one free, but when they add extra meat and cheese for both Pizzas we want that to still be charged. 

Can this be a check box on this discounts? "Do not discount modifiers"?

This would also be useful with loyalty. We want to be able to give out a free item, but not the modifiers. Also on the subject of modifiers, you should be able to mark a specific modifier as sold out.
