NEVER MIND FIGURED IT OUT ...Shipping Question for Multiple Items

So I had an order last week and I've been looking at the numbers off and on and I'm finding they don't add up.  I am using a print on demand company to do the work, and they charge me shipping for each mug (in this specific case) yet when I set up my shipping, I thought it was set up to do the same thing.  Instead I'm finding it charges them a flat rate for shipping for 2 or more items.  The issue with this is, not only does the remaining balance come out of my pocket, but it should have taken the shipping rate for one item and added the additional rate for additional items, to it. 

Specifically:

up to 1 item:  $6.99

2+ items $4.00

 

Yet my customer was only charged $4 for shipping.  I was charged $18.99 by my POD company. 

 

My printer charges

$6.99 for a single item

Additional products are $4.00

 

So why didn't square charge the customer shipping times x number of items?
