I'm trying to have free shipping based on the order total. However, when items of different shipping profiles are added to the cart, the "free shipping" option when the order minimum is met is not shown at checkout.
For example -
My current setup:
"sticker letter mail" has items including stickers that can be shipped cheaply via letter mail, so I offer free shipping by default for them.
"general domestic" is all other items, including things like keychains.

It appears that if you add $50 of keychains with $20 of stickers, you do see the free shipping option. However, I'd like the free shipping to always apply whenever the order total is $50, regardless of shipping profiles. It doesn't look like there's a way to do this.
Workarounds I tried, but are inadequate:
The only thing I can do currently is to manually refund shipping for customers, but based on my abandoned cart data, it may be scaring away potentially hundreds of customers monthly.
What can be done to fix this bug?
