Other than turning feedback comments off, how do you block a customer from abusing comments?

Before I take a shot at answering your question, I want to make sure I am fully understanding its context. Are you specifically asking about limiting customer feedback accessed by your buyers through their receipt?
If so, it's important to remember here that customer feedback is completely private and out of view from the general public. This customer feedback will only be visible by those who can access and work on the account.

In regards to blocking specific customers from leaving this private feedback on your business, we don't offer a formal way for blocking. I am more than happy to pass your question and feedback over to our Product Teams as a Feature Request, however.
