How do I allow my servers to reassign tables but not allow them to delete ticket items that have been sent to kitchen

From the Permission settings, you'll want to make sure "delete or void saved items in open tickets" is not selected. As for reassigning tables to a different server, I believe they can do this without having "view all open tickets for all team members" selected.
