Shipping rate by weight of order

I am trying to understand how to set up my shipping on my website. I'm trying to set it up so it's shipping is calculated based on order weight. I have the weight for each item on my site updated. But I'm trying to understand the how to go about doing the rate rules..

I just don't understand this or I'm overthinking it. I don't know...

But how would I go about figuring out the cost and weight per the weight... I don't know... lol HELP

We use a shipping service regularly, so we have printed so many labels that we know a lot of generalized pricing by knowledge/experience at this point so we are comfortable with estimates - but I would definitely consider an upgrade to the real-time shipping estimates if I had a lot of products.
