We/I had a default (all items) shipping rate setup that was set to 'based on the number of items'. Now we want to create a new custom (specific items) shipping method that is just a flat rate.
However, because the default (all items) shipping country is UK, we are unable to select UK in the new shipping method. Ok, we will change the first shipping rate to not be default (all items) anymore but custom (specific items). Now we are unable to use the 'based in number of items' for that shipping method. We can't set it per item as this is added for each item, so the end user could end up paying way to much for postage, but on the other hand, per order might not be enough postage: 'based on number of items' was perfect.
Is there a way to have 'based on number of items' when the shipping method is set to custom (specific items) or is that only on default? We really need it on both.

So I just tested this out on my own test account and at the moment, it is not possible to create a shipping rate based on the number of items if the shipping rate is only being applied to a certain amount of items. This would be considered a feature request at this time.
I can see why it's a great idea though. I'll pass on your feedback to our teams so we can further develop our products for improvement.
