Possible Bug: Removing a US state from digital fulfillment not working correctly

I am in California and since California will start requires sales tax for digital goods in 2027 I want to remove all digital goods sales to California addresses. So I do this:

1. Sign in to Square Dashboard and go to Settings > Account & Settings > Fulfillment methods > Non-physical.

2. I choose Add Countries and select United States and Canada then click Done.
3. I see this:   United States 50 states and District of Columbia and Canada 10 provinces and 3 territories.
4. Next I click "Edit states and territories" next to United States and uncheck California then click Done. I see this:   United States 49 states and Districti of Columbia, Canada (nothing selected).

So unselecting California also removed all the 10 provinces from Canada. 

If I try to add back the 10 provinces to Canada: California is selected again under United States.

So how do I sell only to Canada and United States except California?
