Online Coupons- total sale? Has something changed?

We're running a labor day sale- 20% off your entire purchase. Square had fixed online coupons to all the discount on the entire purchase while picking categories (allowing us to disallow some categories).

I created a coupon and now it's only taking a discount of the highest priced item which isn't what we wanted.

We used to have a "warning" that these coupons are for online use- now that warning is gone... can someone else confirm?
