Need to setup different shipping rates

Hi, there seems to be an issue with how I set up my shipping rates.

I want to have Free local delivery (but I'm not paying Square a cut for something I choose to do for free and they don't provide any service for).

I also want to have $15 flat rate shipping across Canada for all orders until $50.

Any other over $50 shipped in Canada is free.

Can anyone walk me through the steps to make this happen?
