How can I create a coupon for free delivery?

There's only free shipping or $/% discount available under coupon type.

Thank you so much for surfacing this limitation. I see what you're referring to. The coupon/discount types are currently limited to the following:

Right now, the best workaround would be to create the coupon, set it as a dollar discount, then set the discount amount to the amount of shipping you charge:
