How do I set up my shop so as not to collect sales tax - I am wholesale only

I have changed settings and think I have it then one of my customers gets charged sales tax = very embarrasing to have to appologize (again) and refund it.  

I have just updated all my listing to non-taxable and disabled a tax registration in my Settings.  Please help me find all the places I need to shut down sales tax - this has been a struggle for years!!

I’d love to help you get to the bottom of this and make sure taxes aren’t being charged. I’ve taken a look at your account, and everything seems set up correctly so far. Could you share the transaction details where this happened so I can investigate further?
